The Greens/EFA denounce the lack of action taken so far by the Member States and the Council; They welcome the issuing by President Obama of three executive orders on closing Guantánamo detention centre, halting proceedings of military commissions, ending use of torture and shutting secrete prisons abroad; Highlight the fact that some ambiguities persist and recall that secret detention is in itself a serious violation of basic human rights.

The Greens/EFA Group reiterates its longstanding position against the death penalty in all cases and under all circumstances; insists on the fact that, in the case of Troy Davis, the evidence presented is not clear and compelling and leaves room for reasonable doubt; urges therefore the Georgia State Board of Pardons and Paroles to commute his death sentence.

Climate change is now at the top of the agenda and the EU must pressure the US to engage meaningfully in international efforts to tackle the problem. Civil and human rights concerns - whether over data-sharing, CIA renditions or Guantanamo - must also be addressed, as must foreign policy issues like the Middle East, Iran, Iraq and Afghanistan.

The Greens/EFA Group is worried about the flagrant breaches of basic human rights that appear to be taking place on European soil, in particular abductions by the CIA and possible ill-treatment of prisoners in secret prisons and underlines that in the necessary fight against international terrorism torture can under no circumstances be legitimate.
