The Greens/EFA denounce the lack of action taken so far by the Member States and the Council; They welcome the issuing by President Obama of three executive orders on closing Guantánamo detention centre, halting proceedings of military commissions, ending use of torture and shutting secrete prisons abroad; Highlight the fact that some ambiguities persist and recall that secret detention is in itself a serious violation of basic human rights.

The Greens/EFA point out that the fight against international terrorism, which poses a threat to the basic and fundamental human rights that our societies enjoy, is one of the priorities of the EU and the US; invites the US authorities to recognise the human rights and fundamental freedoms of the Guantánamo prisoners; Believes that the EU and its Member States should express their willingness to accept detainees who have not been charged.
