PRESENTATION

Throughout Europe many artists have built up in the last twenty years a knowledge of activity and a praxis of their arts in a close dialogue with their audiences at school, in prisons, on the street, in suburbs, but also in milieus where communication has been distorted. Where sense of belonging disappeared, in a village, a region, a city quartier, they can establish new models of connectivity and raise curiosity and interest of intercultural groups to get together again.

Even if the social impact of their activities is widely recognised, there is still for the time being too little recognition on the political level to sustain the artists' actions. The crisis in public finances has been already evoked so often in the recent years to stop any venture into new cultural projects, and also to regress from the large involvement of regions and cities in cultural projects vs. social inclusion.

At European level, the programme lines "Culture 2007-2013" did pose some ground rules of cooperation and sharing of good practices for all concerned countries, and it is time now  at the mid-term of the period to reflect on the pertinence of the support and on the drafting of the new priorities in cultural involvement of the EU for 2014-2020.

PRESENTATION

Depuis vingt ans en Europe, de nombreux artistes ont entrepris des projets impliquant des personnes à l'école, en prison, dans la rue, dans les banlieues et d'autres domaines où la communication est fragile, voire décousue.

Lorsque le sentiment d'appartenance disparaît, les artistes peuvent établir de nouveaux modèles de communication et donner l'envie à des groupes interculturels de se réunir à nouveau.

Pourtant, bien que l'impact social de leurs activités soit largement reconnu, il reste encore, pour l'instant, trop peu de volonté politique pour soutenir les actions des artistes. La crise des finances publiques a souvent été évoquée pour empêcher les administrations à s'aventurer dans de nouveaux projets culturels. Elle a aussi été associée à la régression de la participation des régions et des grandes villes dans des projets culturels qui favorisent l'inclusion sociale.

Au niveau européen, les grandes lignes du programme "Culture 2007-2013" ont bien posé des règles de base dans la coopération et le partage de bonnes pratiques pour tous dans les pays concernés mais il est temps, à mi-parcours de la période, d'examiner la pertinence de l'appui qui a été donné, et d'identifier les priorités les plus importantes.
