A new mandate for FRONTEX : beyond the security obsession, a human rights perspective?

In operation since 2005, Frontex (European Agency for the management of the operational cooperation at the external border of the Member States of the European Union) has caused numerous concerns and criticisms on human rights.

Nevertheless, the proposal of the European Commission amending the current Frontex Regulation for a new mandate plans to reinforce its powers. But now, with the Lisbon Treaty having entered into force, what should be the legal framework for an effective compliance with Union law and fundamental rights? On what extent and by which means should Frontex's activities be monitored in order to ensure its accountability and evaluation?

NGOs (Amnesty International, European Council on Refugees and Exiles, Migreurop), the UNHCR, the European Commission and experts on migration issues will discuss where the mandate of FRONTEX is heading: will security obsession overrule human rights?
