is often perceived as a problem of the past, but\nthis harmful and largely invisible substance is still hiding in many buildings\nacross the EU. We are calling for an <\/em><\/strong><a href=\"https:\/\/www.greens-efa.eu\/dossier\/the-eu-commissions-renovation-wave-must-put-people-first\/\"><strong><em>ambitious renovation wave throughout <\/em><\/strong><\/a><a href=\"https:\/\/www.greens-efa.eu\/dossier\/the-eu-commissions-renovation-wave-must-put-people-first\/\"><strong><em>Europe<\/em><\/strong><\/a><strong><em> that includes the removal of asbestos in homes and\nbuildings. Even so, more than 80,000 people die every year from exposure to\nasbestos in the EU, and this number is rising. This is an alarming statistic,\nespecially in 2021. The majority of individuals most seriously affected have\nexperienced high exposure to asbestos in their professional environment. The\nmost common culprits are the construction industry (builders, architects) or\nasbestos processing factories. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter \" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"text-align:center\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-greens-orange-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-greens-orange-color\"><strong>But, what is asbestos and why is it bad for our health?<\/strong> <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Asbestos is a cheap, fire resistant and easily available mineral that was popular in construction in the 1940s-1980s. As a result, millions of tonnes of asbestos are still contained in homes and buildings across Europe. Deteriorating asbestos products release fibres or dust. Inhalation of even one tiny abrasive fibre is enough to develop cancer over time. Domestic exposure poses an invisible but growing health threat in Europe. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter \" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"text-align:center\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Through its so-called renovation wave, <a href=\"https:\/\/ec.europa.eu\/energy\/topics\/energy-efficiency\/energy-efficient-buildings\/renovation-wave_en\">the EU aims to at least double the annual\nenergy renovation rate by 2030<\/a>.\nThis is a crucial step towards a carbon-free future. The <em>renovation wave<\/em> also offers a unique opportunity to remove asbestos\nfrom Europe\u2019s buildings &#8211; from healthcare facilities, to sport centres, to\nsocial housing &#8211; in the process. While renovating homes and buildings, it is\npossible to remove asbestos at the same time and improve the safety of the\neveryday built environment. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-greens-orange-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-greens-orange-color\"><strong>How\nwidespread is the asbestos problem in European homes and buildings?<\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Reliable figures on the prevalence of asbestos in Europe\u2019s\nhouses are lacking. Nevertheless, we know that the scope of the problem is\nenormous. The Flanders region of Belgium estimates that one million tonnes of\nasbestos can be found within 2.7 million homes. It\u2019s the result of more than\n3,500 construction materials containing asbestos being used widely in the\nregion. When the water pipe burst in her apartment, asbestos was\ndiscovered in the pipe\u2019s insulation. The owner tried to leave her with an extra\n\u20ac6000 bill for the removal of the asbestos, claiming that she had caused the\npipe to burst. When she refused, the owner fixed the existing water pipe,\nleaving the asbestos in. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Stories like Julia\u2019s are not uncommon.\nCurrently, there is no EU-wide legal obligation for a property owner to remove\nasbestos. This is something we have been calling for in the European Parliament\nand would like to see from the European Commission proposal as well. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Let\u2019s hear another example. Take Xavier*, who\ndecided to buy a recently refurbished house in the countryside in the north of\nSpain. Only the garden shed remained untouched. When he went to demolish it, he\nsuspected the roof and cement walls contained asbestos. After testing, this was\nindeed the case. Removal required a specialist firm to conduct the work. It\nleft Xavier with an extra \u20ac8000 bill. Why did the previous owner have no legal\nobligation to inform him? Why is no support available to Xavier to carry out\nthe work? <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The Greens\/EFA in the European Parliament would like to see\na strategy for the mandatory removal of all asbestos present in buildings\nacross the EU. The Employment and Social Affairs\nCommittee in the European Parliament recently adopted <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20210923IPR13413\/eu-should-step-up-protection-of-workers-from-asbestos\">a report calling for a <\/a><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20210923IPR13413\/eu-should-step-up-protection-of-workers-from-asbestos\">comprehensive\nEuropean strategy for the removal of asbestos in all EU Member States<\/a>, as well as mandatory screenings of buildings prior to\nsale, rent or renovation. Due to the Greens\/EFA, the report\nstrongly insists on combining asbestos removal with home renovation programs. This is why\nwe are calling for a European directive on asbestos removal strategies. We want\nEU Member States and the European Union to encourage and support homeowners to\nrenovate their houses and remove asbestos at the same time. Member States can\nuse existing European funds &#8211; and those made available within the <em>renovation wave &#8211;<\/em> for the removal of\nasbestos. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">If we\u2019re going to do\nthis fairly, we also urgently need stronger worker protections from asbestos\nexposure. Asbestos removal will pose health risks to the construction workers\ncarrying out renovations, so we need to set a careful limit for exposure to\nasbestos by those who will be working to remove it.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">We believe that the European Commission must follow the\nstrong political signal coming from the European Parliament. <strong><em>Everyone should have\nthe right to a decent, affordable and healthy home.
