The current regulation, adopted\nin 2013 &#8211; before the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\">Paris\nAgreement<\/a> and the <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\">Green\nDeal<\/a> debates &#8211; makes it impossible to achieve carbon neutrality by 2050:\nsince its adoption, the TEN-E regulation has granted &#8220;project of common\ninterest&#8221; status to 266 fossil gas projects and facilitated nearly \u20ac5\nbillion in taxpayer-subsidized grants and loans for 41 fossil gas\ninfrastructure projects.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">What is at stake with this revision of the regulation is therefore the\nplace of fossil gas in European financing, and consequently the place given to\nrenewable energy. For the Greens\/EFA group, 3 MEPs are involved on this\nimportant file: <a href=\"https:\/\/twitter.com\/marietouss1\">Marie Toussaint<\/a>,\nshadow rapporteur for the European Parliament&#8217;s Energy Committee (the lead\ncommittee on TEN-E) and rapporteur for the Environment Committee opinion, <a href=\"https:\/\/twitter.com\/CiaranCuffe\">Ciar\u00e1n Cuffe<\/a>, shadow for the\nCommittee on Regional Development opinion and <a href=\"https:\/\/twitter.com\/JuttaPaulusRLP\">Jutta Paulus<\/a>, shadow for the\nTransport Committee opinion. For us, the objective is clear: to get gas out of\nthe regulation so that public funds can be redirected towards energy efficiency\nand the development of renewable energies.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-green-4-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-green-4-color\"><strong>What\u2019s happening in the Council?<\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">Member States were clearly divided in two camps, between pro-gas and\nanti-gas, including <a href=\"https:\/\/www.reuters.com\/world\/europe\/eleven-eu-countries-oppose-plan-prolong-gas-project-funding-2021-06-01\/\">11 progressive States<\/a>. But on Friday, June 11, 2021, the Council adopted a disappointing\nposition, officially halting the financing of gas projects with public funds,\nbut still agreeing to fund the modernization of pipelines, and\n&#8220;blending&#8221;, the mixture of fossil gas and hydrogen. Although\npresented as a &#8220;transition&#8221; measure, this proposal will result in\ncontinued investment in fossil gas infrastructure. Indeed, if hydrogen has a\nmajor role to play in the transition, we must consider the fact that only a\nmarginal amount of the hydrogen produced in Europe today comes from renewable\nenergy, the rest being highly dependent on fossil and\/or fissile energy\nsources. Moreover, for technical reasons, less than 10% of hydrogen can be\ninjected into a &#8216;classic&#8217; gas pipeline, the rest will necessarily be fossil\ngas. But subtle arrangements allow to continue the financing of gas infrastructures with European public money: for example, smart gas networks and the inclusion of hydrogen&#8230; Moreover, the proposal introduces other categories, such as the bewildering CO2 transport (part of the CO2 capture and storage process) projects which could also be eligible for these public funds.<\/p>\n<\/div><\/div>\n\n<div style=\"height:30px; background:transparent; display:block;\" class=\"spacer\"><\/div>\n\n<div class=\"gouter wp-block-image\" style=\"\"><div class=\"greens-content blk_core_image\">\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"1024\" height=\"712\" src=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/03\/mika-baumeister-bnuFRiQDYIM-unsplash-1024x712.jpg\" alt=\"Child holding a balloon during a climate march\/ CC0 Mika Baumeister\" class=\"wp-image-6354\" srcset=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/03\/mika-baumeister-bnuFRiQDYIM-unsplash-1024x712.jpg 1024w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/03\/mika-baumeister-bnuFRiQDYIM-unsplash-300x209.jpg 300w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/03\/mika-baumeister-bnuFRiQDYIM-unsplash-768x534.jpg 768w\" sizes=\"(max-width: 706px) 89vw, (max-width: 767px) 82vw, 740px\" \/><figcaption>Child holding a balloon during a climate march\/ CC0 Mika Baumeister<\/figcaption><\/figure><\/div>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-green-4-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-green-4-color\"><strong>All is not lost<\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\"><strong>Before the &#8220;trialogue&#8221; between the 3 institutions, the\nEuropean Parliament must also propose its position on the text. <\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The Greens\/EFA group is fighting for a regulation that really excludes\ngas.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_list\">\n<ul class=\"has-medium-font-size\"><li><strong>It is an ecological and climatic issue of course, but also a financial\none<\/strong>: not only does <a href=\"http:\/\/www.caneurope.org\/content\/uploads\/2020\/10\/Fossil-gas-should-not-receive-public-funds.pdf\">Europe not need to develop\nnew gas infrastructures<\/a> to meet its\nneeds, according to<a href=\"https:\/\/www.artelys.com\/wp-content\/uploads\/2020\/01\/Artelys-GasSecurityOfSupply-UpdatedAnalysis.pdf\"> several studies<\/a>, but the financing of new infrastructures, with a lifespan of 40 to 50\nyears, would make climate neutrality for 2050 unattainable and would risk&nbsp;\n<a href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2021\/03\/GEM-Europe-Gas-Tracker-Report-2021.pdf\">wasting public funds<\/a> on projects that would be abandoned and being stranded assets.<\/li><\/ul>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_list\">\n<ul class=\"has-medium-font-size\"><li><strong>It is also a democratic issue<\/strong>: in the current regulation, it is the energy transmission system\noperators (such as Enedis and GrDF in France), called ENTSO-G, who are\nresponsible for assessing needs and planning infrastructure development! While\ntheir expertise is undeniable, their conflict of interest is even more so. NGO\nresearch has shown that the <a href=\"https:\/\/www.investigate-europe.eu\/en\/2020\/the-hand-of-the-gas-lobby\/\">ENTSO-G network has\nsystematically overestimated gas needs in the EU since 2010<\/a>. We are therefore pushing for <a href=\"https:\/\/www.globalwitness.org\/en\/campaigns\/oil-gas-and-mining\/pipe-down\/\">independent<\/a> expertise, based on scientific arguments, and not on the gas\nindustries&#8217; race for profit.<\/li><\/ul>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_list\">\n<ul class=\"has-medium-font-size\"><li><strong>We are also\npushing to ensure the democratic dimension of the new TEN-E regulation<\/strong>, by ensuring citizen and stakeholder participation in the choice and\ndesign of EU energy infrastructure, with special attention to indigenous and\nmarginalized communities, and by strengthening the role of the European\nParliament in the choice of &#8220;projects of common interest&#8221; presented\nby the Commission.<\/li><\/ul>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The votes on the European Parliament&#8217;s report will take place on 16th\nJune in the Transport and Regional affairs, on 21 June in the Environment\nCommittee, and on 15 July in the Energy Committee, and in a later plenary\nsession.<\/p>\n<\/div><\/div>\n\n<div style=\"height:30px;
