The Plan includes young people, women and the North\/South\ndivide as \u201chorizontal priorities\u201d, meaning to address them across the six\npolicy areas. It also proposes priority reforms of public administration and\nthe justice system. <\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">For the part that is financed by the <a href=\"https:\/\/ec.europa.eu\/info\/business-economy-euro\/recovery-coronavirus\/recovery-and-resilience-facility_en\">Recovery and Resilience Facility<\/a> (RRF), the Italian\nPlan constitutes 29% of the total envelope. <strong>It is therefore the biggest and the heaviest in the EU budget.<\/strong> This\ngroup of recovery measures is meant to address the dramatic social and economic\nrepercussions of COVID-19 in Italy, but its success &#8211; or failure &#8211; will reflect\non the Union as a whole.<\/p>\n<\/div><\/div>\n\n<div style=\"height:30px; background:transparent; display:block;\" class=\"spacer\"><\/div>\n\n<div class=\"gouter wp-block-image\" style=\"\"><div class=\"greens-content blk_core_image\">\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/07\/sara-kurfess-Eym_FvKnI-o-unsplash2-1024x683.jpg\" alt=\"European flag \/ CC0 sara-kurfess\" class=\"wp-image-7561\" srcset=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/07\/sara-kurfess-Eym_FvKnI-o-unsplash2-1024x683.jpg 1024w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/07\/sara-kurfess-Eym_FvKnI-o-unsplash2-300x200.jpg 300w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/07\/sara-kurfess-Eym_FvKnI-o-unsplash2-768x512.jpg 768w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2021\/07\/sara-kurfess-Eym_FvKnI-o-unsplash2.jpg 1920w\" sizes=\"(max-width: 706px) 89vw, (max-width: 767px) 82vw, 740px\" \/><figcaption>European flag \/ CC0 sara-kurfess<\/figcaption><\/figure><\/div>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-green-4-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-green-4-color\"><strong><em>The Italian Plan looks fine at first glance, but does it actually\ncomply with EU rules?<\/em><\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">On 22nd June, <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_21_3126\">the European Commission published its assessment of the\nItalian Plan<\/a>. Based on\nthe eleven indicators against which all national plans are evaluated, Italy\u2019s\nPlan passed with top marks: all \u2018A\u2019s and one \u2018B\u2019 on cost efficiency. The\nCommission has certified that the Plan as it stands fully complies with the\nrequirements of its <a href=\"https:\/\/ec.europa.eu\/info\/business-economy-euro\/recovery-coronavirus\/recovery-and-resilience-facility_en\">Recovery and Resilience Facility (RRF)<\/a> particularly with the binding targets of 37% for climate spending and\n20% for digital spending. It also attested that none of the measures will do\nsignificant harm against the environment, and that the Plan is solid in terms\nof stakeholders\u2019 involvement, guarantees against fraud and corruption, and\nlasting impact of its reforms and investment.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\"><strong>Our assessment is different.<\/strong> If we take a closer look at these eleven indicators, and keep in mind\nthe rules for the functioning of the RRF and EU law, such a \u201ctop of the class\u201d\nevaluation comes as a surprise. As the Greens\/EFA Group in the European\nParliament, we have urged<a href=\"https:\/\/www.greens-efa.eu\/en\/article\/document\/ongoing-assessment-of-national-recovery-and-resilience-plans-by-the-commission\"> the Commission to pay attention to a number of measures\nin the Italian Plan <\/a>which we\nbelieve do not follow the rules. These include investments in fossil\nfuels-related activities, financial support for intensive agriculture,\nviolations of procedures for the Environmental Impact Assessment, and a general\ndisregard of those regional disparities that EU treaties prescribe to solve.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\"><strong>Our call was heard.<\/strong> In <a href=\"https:\/\/ec.europa.eu\/info\/system\/files\/com-2021-344_annexe_en.pdf\">the final version of the Italian Plan<\/a>, approved by the European Commission,&nbsp;\nsome of these very problematic measures have been changed and replaced\nwith:<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_list\">\n<ul class=\"has-medium-font-size\"><li><strong>A significant push away from fossil fuels<\/strong>, including gas, which would have undermined any \u201cgreen revolution\u201d.\nThe Commission made sure to scrape off investments on diesel or methane fuelled\nvehicles and machinery, and included limits on spending on gas boilers under\nthe building renovation programme called the \u201c<em>Superbonus 110\u201d.<\/em><\/li><li><strong>A tilt toward using renewables <\/strong>to cover the decarbonisation of the industrial and transport sectors.\nThis particularly concerns the government&#8217;s plan for the former <strong>Ilva steel plant in Taranto<\/strong>, where the\nDraghi government intended to keep the production of steel with a coal blast\nfurnace and through DRI with methane and melting in an electric furnace. Now,\nItaly will only be able to finance research, development and innovation\nprojects to study steel production from the so-called \u201cgreen hydrogen\u201d, based\non renewable energy sources.&nbsp; <\/li><li><strong>More attention to the Southern regions<\/strong>, with additional projects in high-speed and local rail connections,\nfor example between Palermo and Catania.<\/li><\/ul>\n<\/div><\/div>\n\n<div style=\"height:30px; background:transparent; display:block;\" class=\"spacer\"><\/div>\n\n<div class=\"gouter wp-block-image\" style=\"\"><div class=\"greens-content blk_core_image\">\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"1024\" height=\"677\" src=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2020\/10\/karsten-wurth-lsJ9jHKIqHg-unsplash-1024x677.jpg\" alt=\"Wind turbines in field at sunset \/ CC0 Karsten Wurth\" class=\"wp-image-4057\" srcset=\"https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2020\/10\/karsten-wurth-lsJ9jHKIqHg-unsplash-1024x677.jpg 1024w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2020\/10\/karsten-wurth-lsJ9jHKIqHg-unsplash-300x198.jpg 300w, https:\/\/www.greens-efa.eu\/dossier\/wp-content\/uploads\/2020\/10\/karsten-wurth-lsJ9jHKIqHg-unsplash-768x508.jpg 768w\" sizes=\"(max-width: 706px) 89vw, (max-width: 767px) 82vw, 740px\" \/><figcaption>Wind turbines in field at sunset \/ CC0 Karsten Wurth<\/figcaption><\/figure><\/div>\n<\/div><\/div>\n\n<div class=\"gouter has-text-color has-green-4-color\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p style=\"font-size:27px\" class=\"has-text-color has-green-4-color\"><strong><em>Italy plans for 37% spending on climate &#8211; but what is our climate\nstrategy?<\/em><\/strong><\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The European Commission judged that climate spending within the\nItalian Plan manages to surpass the binding threshold, with a 37.5% share. In\nour view, this assessment is very optimistic. The analysis of the <a href=\"https:\/\/www.greenrecoverytracker.org\/\">Green Recovery Tracker<\/a><a href=\"https:\/\/www.greenrecoverytracker.org\/\">\nbacks up this scepticism<\/a>.\nResearchers show that only 16% of the investment covered by EU funds will have\na positive impact in facing the climate crisis, while 28% may have a negative\nimpact, depending on implementation.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The total share of climate spending is just one side of the coin. We\nhave to look at which sectors benefit from investment. Two of the flagships of\nthe recovery programme, renewables and e-mobility, seem dramatically\nunderfunded. The third one, renovation, relies heavily on the \u201c<em>Superbonus 110\u201d.<\/em> This is promising, but\ncould easily fall short of ensuring the deep renovation that the Italian\nbuilding stock requires. Measures for protecting biodiversity also account for\nless than 1% of the total budget, in a country where nature restoration is in\ndesperate need.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">This shows that funds were allocated without having a clear climate\nstrategy in mind, as environmental NGOs have reported. Instead, the Italian\ngovernment was listening to the powerful lobbies of the fossil fuel industry,\nwho had <a href=\"https:\/\/www.recommon.org\/ripresa-e-connivenza\/\">more than a hundred meetings<\/a> with Italian public officials from summer 2020 to spring 2021.\nItaly\u2019s climate spending plans seem to have been pulled out of an old drawer\nand dusted off. While the\nItalian Plan does identify young people, women and Southern regions as\npriorities, it takes a \u201chorizontal\u201d approach to these issues. Funds are\nscattered according to different policy areas, but no specific measures are\ntaken to solve these structural imbalances at their roots.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">As for <strong>gender equality<\/strong>,\nissues range from the impossibility to understand the impact on women\nentrepreneurship to the complete exclusion of the gender dimension from job\ncreation in the digital economy. Related spending is reduced to investment on\nchildcare and social welfare, which will surely help, but cannot address the\nsocio-economic and cultural biases that are obstacles for women\nentrepreneurship. Other measures &#8211; such as \u201cgender friendly\u201d certification for\nbusinesses &#8211; will be hard to enforce as they lack either incentives or\nsanctions.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">When it comes to <strong>territorial\ncohesion<\/strong>, at first sight the share of investment dedicated to Southern and\nlagging regions may seem significant. But, too often we have witnessed\ninfrastructural projects being attributed funds that were then taken away and\n\u201crepackaged\u201d for other purposes, leaving nothing but empty promises. At our\ninitiative, MEPs condemned this malpractice in <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2021-0288_EN.html\">the European <\/a><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2021-0288_EN.html\">Parliament<\/a><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2021-0288_EN.html\"> resolution on the recovery plans<\/a>. To do this, <strong>we need to utilise this unprecedented rise in European solidarity.<\/strong>\nThe climate crisis (in all its different and dramatic aspects) and the social\ncrisis (fuelled by gender inequality, inter-generational inequity and regional\ndisparities) must be tackled as priorities. This means creating targeted\nmeasures with a sufficient amount of financing.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\">The Italian Plan is not the right strategy for a genuinely green\nrecovery. Even where reforms and investments look good on paper, implementation\nwill determine whether the actual impact is positive or negative. <strong>The Greens\/EFA Group in the European\nParliament will keep monitoring the national and local developments of the\nItalian Plan<\/strong>, and putting pressure on the European Commission and on the\nItalian government to abide by EU rules.<\/p>\n<\/div><\/div>\n\n<div class=\"gouter has-medium-font-size\" style=\"\"><div class=\"greens-content blk_core_paragraph\">\n<p class=\"has-medium-font-size\"><strong>But there are also issues that can be fixed\nimmediately.<\/strong> For this reason, we are\nsupporting citizens through a <a href=\"https:\/\/drive.google.com\/file\/d\/1aBgegAl8yt6HP3Su1doE6bMW8MzV_s0_\/view?usp=sharing\">petition<\/a> to change the Plan towards a true cohesion between Northern and\nSouthern regions. We are also advancing the idea of an <a href=\"https:\/\/www.tilt.green\/it\/european_environmental_service\">environmental civil service<\/a> for the recovery, which will both support young people and work to\nstop the climate crisis.<\/p>\n<\/div><\/div>\n\n<div style=\"height:30px;
