Basic agreements reached in Vienna

The target of cutting the emissions of the industrialised countries by 25 to 40% of their 1990 levels by 2020 is not binding. It serves as a loose guide for the decisive international climate summit which will take place in December in Bali.

The delegates had to overcome resistance from several countries like Canada, Japan or Russia that had held up the negotiations because they preferred a more open approach rather than setting targets.
