The Greens\/EFA are proud to present their final legislative proposal<\/a> for a Notice and Action mechanism and content moderation by online platforms for the upcoming Digital Services Act (DSA). It was no small task considering there are currently no clear rules for online platforms, such as YouTube, Twitter, Facebook or Instagram & Co, and how they should deal with user complaints, notifications of illegal content and how they should deal with content under their terms and conditions.<\/p>\n\n\n\n

The DSA presents an opportunity for us to build a better internet, which is democratic and safe. We need to make sure illegal content is taken offline, while our freedom of expression is properly protected. With this model law, the Greens\/EFA propose the first comprehensive framework for an EU-wide mechanism, delivered to the EU Commission today and which will serve as a basis for our legislative work on the DSA.
The draft text was open for public comments from 1 October until 1 November. In the past month, we have worked on an updated version implementing all comments received (as best as we could). <\/p>\n\n\n\n

We, the Greens\/EFA group, strongly believe that an open collaboration and participative process can help policy-makers make better legislation and reflect state-of-the-art thinking by NGOs, academics, industry and internationally renowned experts. While we do not pretend to have all the answers, our draft legislative proposal comes up with a first set of well-suited solutions. <\/p>\n\n\n\n
