Eu governments want full freedom on how to use money from carbon permit auctions

The report of the economic policy committee states that "revenues from auctioning should [...] not be subject to mandatory earmarking or hypothecation at EU level." Draft conclusions of the Slovenian presidency, which will be discussed and possibly adopted by EU finance ministers on 12 February, take the same line.

However, the European commission said that at least 20% of auction revenues should be dedicated to climate measures. This is part of the new legislation on a revised EU emission trading scheme tabled on 23 January by the European commission.
