EU Spring Summit

20-20-20 by 2020: EU leaders targeted climate and energy

The EU leaders especially concluded to:

- set an unilateral EU commitment to cut greenhouse gases by at least 20% by 2020 compared to 1990 levels. Far away from the scientific consensus which says that a cut of minimum 30% is necessary to meet the 2°C target;

- achieve a 20% energy saving objectiv compared to business-as-usual.

- set a binding target of a 20% share of renewables in the overall EU energy consumption by 2020 with a minimum of a 10% share of biofuels in the overall EU transport fuel consumption.

All those figures will have to be broken down into differentiated national targets, taking into account the countries circumstances. Unfortunately little concrete measures have been discussed by EU leaders which lead us to give the Summit a very unsatisfactory score of 4/20.
