Towards the reform of collective rights management

Time for a fair remuneration of artists

INTRODUCTION

Collective rights management is key for artists. However, in many cases the way it is organised and implemented at national or European level raises issues (transparency, governance, licensing practices, fair remuneration and sharing of the resources to name but a few). Too many artists do not benefit from this system and are ignored by its management.

Collecting societies would have no purpose without artists, so how do we improve the situation and make sure that they serve the artists best? How do we ensure that regulatory changes of the market for collective management of rights in the EU put at their heart the interest of a majority of artists? How do we take advantage of good practices in some EU countries and recent new collective initiatives developed by artists to manage their rights and revenues? These are some of the questions we will address during this event.

This issue will soon be on the agenda of the Parliament when the Commission sends its proposal. During the conference, we expect experts to conduct critical and constructive analysis of the situation and to propose concrete measures and recommendations for collective rights management.
