Draft report of the European Parliament's rapporteur, Greens' MEP C.Turmes, is available

The final draft report of the European Parliament's rapporteur Claude Turmes is now available (see below).

It proposes making interim targets for increasing the share of renewables in EU energy consumption to 20 per cent by 2020 binding. It also suggest the introduction of a scheme to fine member states that miss their targets and financially reward those who exceed them.

Regarding guarantees of origin (GO), they will not be the basic unit for trading renewable energy certificates. Instead the report proposes transfer accounting certificates (TACs).

On agrofuels it is suggested to drop the proposed 10 per cent consumption target. The rapporteur also calls for a biomass-for-energy hierarchy which would divid biomass uses between "go" and "non go" categories.

The next steps in the European Parliament are the exchange of views, scheduled on Wednesday 28th of May in the afternoon, and the deadline for amendments is on 6th of June. The vote in the industry committee (ITRE) of the European Parliament is scheduled on 16th of July.
