Vacancy Notice: EFA Network Officer and Political Advisor (REGI)

Contractual agent, FG III

The Greens/EFA group in the European Parliament is looking for a fulltime EFA Network Officer & Political Adviser (REGI), in its Secretariat in Brussels. (Fixed-term contract until 30 June 2029 function group III).

Tasks to be performed:

Network officer

  • Contributing, under the responsibility of the EFA Secretary General, to the development and management of the network of EFA elected members (at local, regional, national, state and EU level), in close collaboration with EFA-Party;
  • Acting as the main point of contact for EFA elected members, ensuring regular, structured communication and building lasting relationships across the network;
  • Keeping regional and local authorities within the EFA network informed and updated on relevant European funding opportunities and programmes, facilitating their access to EU funds;
  • Responsible, in close relation with the EFA logistics officer, for organising meetings between the EFA network and the EU institutions, in Brussels and Strasbourg but also outside the EU institutions;
  • Producing regular internal updates, newsletters or briefings to keep the network informed of EFA and Greens/EFA group activities and priorities.


Political adviser

  • Advising and coordinating the EFA MEPs on policy issues, in line with the EFA group priorities and based on requests from the EFA Secretary General, with a particular focus on Regional Development (REGI) , and occasionally other topics as needed;
  • Preparing EFA MEPs for Group and Committee meetings including draft reports, briefings, resolutions, amendments, with a particular focus on committees of interest for EFA not followed directly by EFA MEPs offices; attending committee meetings when relevant;
  • Taking part in the work of the Group on relevant policy issues; participating in Greens/EFA cluster meetings and internal working groups as needed;
  • Research work on a wide range of political topics including thematic briefings and preparation of meetings based on requests from the EFA secretary General;
  • Following up of different tasks upon request by the EFA Secretary General-Greens/EFA Deputy Secretary General.

 

Requirements:

  • Work experience in line with the function of at least 3 years;
  • Educational background in line with the function;
  • Strong networks of EFA or like-minded actors across Europe and clear understanding of the added value of the Greens/EFA Group;
  • Understanding of EFA & Greens/EFA positions on key issues and of the various sensitivities amongst different parties in the EFA family;
  • Good knowledge of the institutional structure of the European Union and its activities as well as of the functioning of the European Parliament;
  • Good knowledge of and/or professional experience of EU funds, and ability to identify and communicate funding opportunities to local and regional stakeholders;
  • Good general knowledge of EU legislation and policy-making processes;
  • Very good writing skills and knowledge of organisational methodology and data management;
  • An excellent standard of English and Very good knowledge of at least another EU language;
  • Excellent teamworking skills.

 

Assets:

  • Experience in network-building, community management or stakeholder engagement;
  • Interest and knowledge of EFA politics ;
  • Familiarity with the issues currently being dealt with in the REGI committee;
  • Knowledge of other official EU languages;
  • Experience in the EP Parliament or in a political environment and in a multicultural workplace.


Under article 82 (3) of the Conditions of Employment of Other Servants (CEOS) of the European Communities, candidates must:

  • be citizen of an EU Member State; unless an exception is authorised by the authority referred to article 6 (1);
  • enjoy full rights as citizen;
  • have fulfilled any obligations imposed by the laws concerning military service;
  • meet the character requirements for the duties involved.

 

Salary and other benefits:
This is a fixed-term contract as a contractual agent, Function Group III, ideally from mid-October 2026 to mid-July 2027. The indicative basic salaries grid is:
Grade FG III 8 (≤ 5y of prof exp): Basic Salary € 3 204.55
Grade FG III 9 (≥ 5 and ≤ 10 years of prof exp):  Basic Salary € 3 625.74
Grade FG III 10 (≥ 10 and ≤ 15 years of prof exp):  Basic Salary € 4 102.29
Grade FG III 11 (≥ 15 and ≤ 20 years of prof exp):  Basic Salary € 4 641.52
Grade FG III 12 (≥ 20 years of prof exp):  Basic Salary € 5 251.57

The precise grade is determined by the services of the European Parliament on the basis of professional experience, supported by appropriate documentation. In addition to the basic salary, various allowances may be granted depending on the candidate’s personal situation (household allowance, expatriation allowance, child allowance, etc.). These allowances are determined by the services of the European Parliament. The successful candidate will also benefit from the Joint Sickness Insurance Scheme of the European Union.
