Plenary Flash: Greens/EFA Priorities 16 to 19 June
Clean Industrial Deal
On Wednesday, MEPs will debate the Parliament’s first resolution on the Commission’s Clean Industrial Deal (CID). The Greens/EFA managed to ensure this resolution urges the Commission to strengthen the CID by developing its social dimension and prioritizing electrification, renewables, and energy efficiency. The Greens/EFA also sponsored the request for the Commission to put forward an Action Plan for Clean Tech manufacturing. We must ensure Europe remains a competitive frontrunner in global decarbonisation and depollution. It must do so through a forward-looking industrial policy that leverages every tool to develop new industries in Europe while guiding the transformation of existing sectors into a climate-neutral, resource-efficient, and socially just circular economy. It is a missed opportunity that the resolution does not outline strong demands on cutting GHG emissions by at least 90% by 2040 ahead of the Commission presenting their climate 2040 target and COP30.

Electricity grids: the backbone of the EU energy system
On Thursday, the European Parliament will adopt its recommendations to the European Commission in preparation of the European Grids Package and the next MFF.
Congested, outdated, and poorly connected grids are now a major bottleneck for renewable energy deployment across the EU. The Iberian blackout in April stressed once more the need for the EU to invest massively in infrastructure modernization, flexibility, storage and cross-border interconnections towards an integrated “EU SuperGrid”. The Greens/EFA welcome the report and call for measures to unlock flexibility, ensure faster connections, and increase transparency in planning of green energy infrastructure by entrusting it to a dedicated European authority, like in our proposal for an European Renewables Grids Act.
The deployment of the grids is key to achieve the energy transition, increase the share of renewables, lower energy prices for citizens and industries and improve economic prosperity for all.

Hungary: Pride ban debate
Next Wednesday, at the request of the Greens/EFA Group, MEPs will debate the illegal ban of the 2025 Budapest Pride taking place later this month. The Greens/EFA Group denounce the Pride ban as an attack on the fundamental freedoms of speech and assembly. The Pride ban is another instance of the authoritarian government of Viktor Orban attacking the queer community, minorities and marginalised groups. The Advocate General of the European Court of Justice recently gave the opinion that Hungary’s 2021 anti-LGBTI law is incompatible with European values. 20 Greens/EFA MEPs will be joining the Pride in Budapest on the 28th of June. Should you wish to speak with our MEPs going to Budapest, please do not hesitate to reach out to members of the press team.

EU-Israel Association Agreement
On Tuesday, MEPs will debate a potential review of the EU-Israel Association Agreement and the ongoing humanitarian crisis in Gaza. In light of the rapidly and continuously declining situation and to apply diplomatic pressure on the Israeli government to adhere to international law and human rights, the Greens/EFA Group calls for the suspension of the EU-Israel Association Agreement. We also urge an embargo on arms and equipment exports that contribute to the conflict in Gaza and call for an end to the expansion of illegal settlements and de facto annexation of occupied Palestinian territories. The Israeli government has a legal and moral responsibility to ensure life-saving aid reaches those in urgent need. We also maintain our call for an immediate ceasefire, targeted sanctions, and full accountability.

Ocean Pact
On Tuesday, MEPs will debate the European Ocean Pact. The Greens/EFA Group has long called for an EU wide comprehensive framework to all issues concerning the ocean and welcome the Pact as an important step in the right direction. The Group calls for the effect of land-based activities to be included in the protection of the seas, for a recovery plan for the Baltic sea and for the full implementation and enforcement of long-existing legislation. It is also paramount that the Common Fisheries Policy is not reopened, as various of its goals have not been achieved. The target to protect 30% of EU seas by 2030 also remains solely aspirational.

Use of surveillance spyware - two years after PEGA
Following a Greens/EFA Group request, MEPs will debate the state of play and follow-up on the use of illegal spyware two years after the adoption of recommendations from the PEGA committee. The PEGA committee of inquiry was set up following revelations of the use of illegal software used to spy on activists, journalists and politicians, including Members of our group. Most recently, in Italy, the Paragon spyware was used to spy on at least one journalist and civil society activists. The Greens/EFA Group is calling for the full implementation of the recommendations of the PEGA Committee. These are essential to protect freedom of the press, freedom of speech and protect against abuses through the use of surveillance spyware.

Commission Reports on Montenegro 2023 & 2024
On Tuesday, MEPs will debate the European Commission’s report on Montenegro and the country’s EU accession progress. The Greens/EFA Group welcomes the report and hopes to see Montenegro, which has opened all 33 negotiation chapters and closed six, join the EU by 2028. We urge all political actors to stay focused on EU-related reforms and to deliver tangible progress on the enlargement agenda — particularly in the areas of electoral reform, judicial independence, and the fight against organized crime and corruption.

Commission Reports on Moldova 2023 & 2024
On Tuesday, MEPs will vote on the European Commission’s report on Moldova, which became a candidate country in 2022. The Greens/EFA group strongly supports Moldova’s EU membership bid and stands with the country against Russian interference. We call on Moldova to continue its EU reform process and on the Commission to step up support.
