PLENARY FLASH: Greens/EFA Priorities 27 to 30 April

Chemicals Omnibus

On Wednesday, the European Parliament will vote on its mandate for negotiations with the Council regarding the Omnibus VI. This new deregulation proposed by the Commission in favour of the chemical industry reduces human health protection. The Parliament has succeeded in making satisfactory amendments to two of the three pieces of legislation covered by this omnibus. These are the regulations on classification, labelling and packaging (CLP) and on fertilisers.

As regards the regulation on cosmetics, the text adopted by the ENVI and IMCO committees remains a cause for concern. The Greens/EFA Group will three amendments in order to ban any use of endocrine disrupters, to ban PFAS (Forever Chemicals) within 18 months and to delete extra delays for unsafe products in particular the carcinogenic, mutagenic and reprotoxic (CMR) substances.

MEPs have already rejected the ticking time bomb that is the Commission’s proposal to ban only the use of CMR substances applied to the skin. In other words, the Commission wanted to allow their use in products that are inhaled or ingested, such as lip balms.

Report on the Multiannual Financial Framework for 2028-2034

On Tuesday, the European Parliament will vote on the MFF (Multiannual Financial Framework) mandate for Council negotiations. The four main groups have come together to make the EU long-term budget fit for a changing world. The Greens/EFA Group secured funding for the continuation of LIFE, guaranteeing €3 billion to continue financing stronger protection for the environment and dedicated financing for biodiversity. We are pushing for an EU that leads the ecological transition, the protection of biodiversity and natural resources like water to build a truly sustainable future. At the same time, the increase in the Global Europe fund demonstrates our commitment to the EU’s global responsibility and our solidarity with the Ukrainian people.

Consent-based rape legislation in the EU

Only yes means yes. On Monday, MEPs will debate the importance of consent-based rape legislation in the EU. The Greens/EFA Group strongly welcome this report, which recognizes the necessity of including consent in the criminal definitions of rape in EU countries. This is a very important step in the right direction. The report is still missing a few key elements,  such as the introduction of the concept of rape culture and any mention of sex education, which we call on to be added before the vote to make it as complete as possible.

Discharge reports 2024

Next week, MEPs will vote on the ‘discharge’ reports for EU institutions, agencies and joint undertakings, whereby the Parliament assesses the performance of these bodies and their use of the EU’s budget. The discharge is one of the strongest accountability tools the Parliament has.

This year, Greens/EFA MEP Daniel Freund holds the rapporteurship for the Commission discharge. Thanks to the efforts of the Greens/EFA Group, this Commission discharge includes key language on rule of law conditionality, defending civil society, transparency around the RRF and climate accountability.

The 2024 Parliament discharge highlights the former ID group funds misuse scandal, calls for equal treatment with regard to transparency of expenditure of political groups, and warns of foreign interference risks. The discharge for EU decentralised agencies contains strong oversight of EU agencies, advancing fundamental rights, accountability, and continued scrutiny of bodies like the asylum agency.

Ukraine

On Tuesday, MEPs will debate the ongoing Russian war of aggression against Ukraine. As Russia continues to commit war crimes against civilians and infrastructure, the Greens/EFA Group continues to express its unwavering support for the people of Ukraine and welcomes international efforts to hold Russia accoun for these crimes. We must ensure sufficient funding for these accountability mechanisms and build a broad international coalition for justice that extends beyond Europe

War in the Middle East

Donald Trump and Benjamin Netanyahu’s war against Iran has shattered regional stability, hurt the global economy and consumers all over the world with energy prices sky-rocketing.  The Greens/EFA urge to break our dependence from oil and gas and shift to renewables, to become independent from fossil autocrats using oil and gas as a strategic weapon and to reduce energy bills for consumers. The Greens/EFA welcome the Commission's proposal to make energy affordable. What is lacking is - amongst further measures - a windfall tax for big oil and gas companies making profits from war-caused energy shortages.

Fundamental Rights

On Tuesday, MEPs will debate the reports on the situation of fundamental rights in the European Union in 2024 and 2025, which will be voted on on Wednesday. The European Parliament's rapporteur, Volt and Greens/EFA MEP Anna Strolenberg will give some insights at a press conference on Tuesday in Strasbourg at 10:30.
