A conference about feminicide - State of play and perspectives

NO MORE KILLING OF WOMEN – NO MORE IMPUNITY!

Feminicide is the most brutal form of violence against women. The killing of women is an immense problem, especially (but not only) in Mexico and Central America, with the symbolic case of the Mexican border town Ciudad Juárez. But since elsewhere, too, relatives and women's groups started to raise their voices against this crime and the total impunity, which in most cases protects the murderers; it has become obvious that the phenomenon is spread far beyond this region.

Two years ago, the European Parliament (EP) adopted a resolution on the murder of women in Mexico and Central America and the role of the EU in fighting the phenomenon. While underlining the states' responsibility to prevent, punish and eradicate violence against women, the EP resolution inspired a number of legislative initiatives to end impunity in Latin America and listed demands to the European institutions in order to combat feminicide. The EU has a large range of possibilities with which it can act and offer its support; what is needed is to reinforce the political will.

The present EU Commission is about to finish its mandate. The next EU Commission should start its term with a clear set of tasks to be accomplished as soon as possible. Furthermore, Sweden will soon hand over the EU Council Presidency to Spain whose government will be in charge of organizing the next European Union-Latin America and Caribbean (EU-LAC) Summit that will take place on 18 May 2010 in Madrid. A clear strategy should be worked out in order to put the issue of feminicide on the Summit's agenda.

In view of the International Day for the Elimination of Violence against Women on 25 November, this is the right moment to take stock: What have the EU, Mexico and the countries of Central America done to fight feminicide since the adoption of the resolution? What are the difficulties encountered? And how can the impact of the EP resolution in the region be enhanced, in particular with regard to the Madrid summit?
