Today, the European Commission has presented the new framework governing state aid. As part of the EU Clean Industrial Deal aimed at decarbonising the EU economy and lowering energy price , the new “State aid framework” will allow Member states to grant state aid to accelerate the decarbonisation, reindustrialisation and innovation of the EU industrial base. |

"This new state aid framework for the EU industry was necessary to speed up the transition to a net-zero economy and send a signal that Europe’s reindustrialisation goes hand in hand with delivering on the climate neutrality agenda. We welcome its adoption and the objective to accelerate the roll-out of renewable energies and to invest in clean technologies. Yet, we regret that the Commission has now broadened the scope to cover low-carbon and nuclear energy instead of focusing on shaping Europe’s future competitive advantage: renewable energies and energy efficiency technologies. Moreover, as already stated in the Draghi report, state aid alone cannot lead to the transformation of European industry or the emergence of a new European industry focused on clean technologies. If implemented without other joint financing instruments, this reform could be counterproductive by favouring the wealthiest Member States and leading to fragmentation and a dysfunctional economy. What we need from the Commission is a clear political signal that they want to prioritise implementing the Clean Industrial Deal by legislating on investments so that the money goes to companies operating in Europe under high social and environmental standards. We call upon putting the workers at the heart of the transition, which means putting a social condition to any investments and adopting a Directive on a just transition. We also need to put our money where our mouth is and ensure that the next Competitiveness Fund can match the expectations and prioritise funding for clean technologies. The Greens-EFA are asking for an action plan to boost Clean Tech made in Europe.”
