We want the EU to be a transparent, ethical and responsible actor in this chaotic world, actively contributing to democracy, freedom and peace. We want to make sure that weapons made in the EU do not end up in the hands of dictators and are not used to commit any human rights violations.
WEAPONS EXPORTS NEED STRICTER CONTROLS
The EU has 8 criteria that should prevent arms exports to crisis regions or exports that contribute to the violation of human rights. These criteria are currently interpreted differently by member states, so there’s no coherent EU foreign policy. While some countries rightfully limit arms exports, others continue to export to countries like Saudi-Arabia, fuelling wars - for example in Yemen - with arms made in the EU.

OUR KEY DEMANDS
We don’t want the EU to be responsible for human rights violations or to be contributing to wars in the world. The only way we can avoid different countries unilaterally exporting arms to dictators, human rights violators and war zones is to set legally binding EU rules. Then, if a government were to break those rules, they would be sanctioned.
1) EU arms exports control needs to be based on a strict, transparent and coherent policy, including sanctions in case of violations. The current EU Common Position therefore needs to be turned into EU legislation and the EU needs to make sure these new rules are implemented properly.
2) In the meantime, the European Defence Fund (EDF) and any other project that is paid for via EU taxpayers’ money and that results in the export of weapons and equipment, needs to be accompanied by an EU level control mechanism.
