To meet it's Kyoto Protocol emission commitments the EU developed a carbon emission trading scheme (ETS). The first phase of the EU ETS is running from 2005 to 2007. The member states have now to set up their plans (National Allocation Plans) for the second phase of the ETS, 2008-2012.
